mozilla-central is about to bump to 60. The flags disabled in bug 1431117 should be re-enabled, along with the usual version-bump flag refresh (milestone, firefox-esr52 tracking flag, I'm probably forgetting other things).

I didn't touch 60 when I did bug 1431117. There should a bug for version uplift -- this isn't that bug.

that is, I didn't touch milestones at all. I assumed this was done during the uplift that created the tracking flags.
This intended to be that bug.
Almost done with this mess.
