143359 - cannot dismiss Preferences window (or use find dialog) while file picker (or print dialog) is opened in another window

thanks to alex for finding this! found using 2002.05.08.09-1.0.0 on win2k (not a
problem on linux).

1. open two browser windows.
2. in window A, open the file picker dialog (File > Open File... or ctrl+O).
3. in window B, open the Preferences window (Edit > Preferences).
4. try to close the Prefs window (hitting Enter or Esc, clicking Cancel,
clicking OK).

results: cannot close Prefs window.

Changing target milestone to 'Future' since these seem to have missed the 1.2
alpha.  If you are still considering a fix for 1.2 please re-target accordingly.

The duped bug is about "find in page" and "print" dialogs, but the effect is the
same. Actually it also works (NOT!) with find in page dialog while file picker
is open and preferences while print dialog is open.
So probably the underlying bug is more generic, but I don't know how to find it.

There are two groups of dialogs: the blocking ones (print, file picker) and the
blocked ones (prefs, find). But they don't translate easily to modal vs.
nonmodal dialogs.
Since file picker and print dialog are native ones on Win2k I suspect that the
OS somehow blocks actions from other dialogs while they are open.
