right click personal toolbar -> New Folder fails. Nothing happens whatsoever.

Reproducible: Always
Steps to Reproduce:
1. rightclick the personal toolbar
2. select New Folder from the context menu


Actual Results:  nothing happens

Expected Results:  a window appears requesting the new folder name.

This hasn't been working since RC1.
