143625 - Imported IE Favorites fail on Scandinavian characters

This bug has been in present since Mozilla 0.9 and is still
present in Mozilla RC2

I have tested on Winodws XP and Windows 2000

In my IE I have a bookmark titled "Útvarp Føroya - Forsíðan"
this turns up in Mozilla as "%DAtvarp F%F8roya - Fors%ED%F0an"

In general charaters get HTML encoded when thy should not.

In my opinion the imported IE favorits, shold be sorted in the same way IE does,
meaning that folders appear as the first choices, and there after the bookmarks.

See bug 127476 about how to resolve the garbled characters. (Once garbled, they
aren't corrected "on the fly" but must be forced to "import" again, to trigger
the code with the fix)

Resolving as duplicate.

The sorting order is bug 21263.
