In usability tests, this button was found to be creating confusion and errors for the task of clearing cookies for an individual site. Change request: Change the label of the button to something that is more informative.
We are going to pick this one up for 62. It's high value and low risk.

The current proposal for the label is "Manage Data..." instead of the current "Settings..." It has been updated in the spec as well.
I think we wanted this for 60 :)

Verified fixed using the latest Nightly 60.0a1 (2018-03-04) on Windows 10 x64, Ubuntu 16.04 x64 and Mac OS X 10.12.
