"Settings..." button label under the proposed Privacy and Security>Cookies and Site Data section is not helpful

[Steps to reproduce]:
1.Open Firefox
2.Go to about:preferences#privacy
3.Navigate to Cookies and Site Data section

The "Settings..." button is not helpful because it does not inform what lies behind the button, which is instead a list of sites with saved cookies. 

In usability tests, this button was found to be creating confusion and errors for the task of clearing cookies for an individual site.

Change the label of the button to something that is more informative.

The current proposal for the label is "Manage Data..." instead of the current "Settings..." It has been updated in the spec as well.
I think we wanted this for 60 :)
