144184 - carriage return or enter mostly doesn't work in url bar

When I type a valid URL into the URL bar, typing enter doesn't do anything.  No
cometizing, no going to the URL, nothing.

This didn't happen in 0.97, 0.98 or 0.99.  It did happen in 1.0fc1 and 1.0fc2.

This doesn't happen on MacOS X or Linux X11.

It sometimes works, often the first time I try typing into the URL bar. 
However, most of the time it doesn't work, a good 90% of the time.

I have another major bug that started happening in 1.0fc1 and still happens in
1.0fc2 that may be related: When I open Edit/Preferences, clicking on a category
does not expand it.

I can go to new URLs if I use File/Open Web Location.

In bug 144186, Matti asked that I try removing C:/program files/mozilla.org and
reinstall.  After doing that, both problems described in this bug report and in
bug 144186 went away.

I still wonder whether there isn't a bug here in the installer, in that
re-installing on top of a previous version didn't work properly.
