bug 1442145 happened because we triggered compare-locales errors by l10n updates, and that didn't break the builds. Let's stop ignoring the process return value of compare-locales, once that let's us pass an option to do so safely.
This is seemingly undoing bug 1402401, where we made the build system ignore the compare-locales return value.
