[Steps to reproduce]:
1.Launch Nightly 60.0a1 DE build with a new profile
2.Go to about:preferences#privacy - Cookies and Site Data section
3.Observe the Cookies and Site Data section text
4.Click "Clear Data" button

[Expected result]:
All text should be displayed according to localization

[Actual result]:
The text displayed inside the Clear Data dialogue is in English 

[Note]:
The issue is reproducible for FR build also but only for Cookies and Site Data section
Incomplete localizations are expected on Nightly, German is typically localized at the end of the Beta cycle. 
Missing strings fall back to English.

If you want to test a language other than English, please use Italian.
