To release the policy engine, we will need to remove the pref that controls it (bug 1433172). However, before going head on on that, let's first enable it by toggling the pref to true. This should give us some runway time to have a simpler way to disable it if any issues arise.

We have tested this on latest nightly and the pref[browser.policies.enabled] is set to true by default. Test case and runs are here- https://testrail.stage.mozaws.net/index.php?/plans/view/7734
