1445043 - Send 'push_bookmark' to transplant for repos that require it

Some of the repos supported by autoland transplant use a bookmark to track various things, such as '@' for the main development head (particularly version-control-tools uses this). Lando should send a proper value for 'push_bookmark' when landing to repos that require/support it.

This will be needed before Lando can be turned on for version-control-tools (mozilla-central does not use this feature though).

Hm unless we can find another hg repo for early "dogfooding", I guess this has to block the pre-release.  If you have other ideas for repos to use for early access, let me know and maybe we can shift this bug down slightly.
