This is a blocker for anything that needs to happen to make lando safely deployable to production. It does *not* mean total functionality, but rather whatever is required for stability and security. We can presume that any authorized users will be able to tolerate some rough edges and missing functionality.
Another way of putting it: this is the blocker for connecting prod lando to prod transplant. It is acceptable to limit lando to only landing to a test repo for starters (e.g. a user repo), with a real repo such as version-control-tools to follow soon after.
