Because isEnabled (showing or completely hiding a section) is more important "to get right" than just collapsing a section we decided not to implement the behavior in this bug: * Moving it away from a pref means we lose the benefit of cross device sync * Recent issues with indexedDB like bug 1458320 make the storage less reliable
