Bug affects Firefox "ja" build. I do not know about other locale nuild.
Reproducible: always
Steps To Reproduce:
1. Install a previous version of Firefox
http://archive.mozilla.org/pub/firefox/releases/58.0.2/win64/ja/Firefox%20Setup%2058.0.2.exe
2. Launch it.
3. Perform autoupdate
4. Observe Control Panel > Programs and Features
Actual Results:
It indicates "en-US"
Expected Results:
It should be "ja"

The registry entries are updated after app update finishes by the installer code so changing component.

We seem to have packaged the en-US version of the file uninstall/helper.exe into all locale builds of 59 (and up, according to comment 2); I checked ja and es-ES and they've both got this bug so I'm assuming everything does. Looking into how this could have happened.
