Reproducible : always Steps To Reproduce: 1. Open about:preferences#home and select ”Blank Page" for New Tab 2. Click on [+] to open New Tab --- observe Tab burst animation 3. Restart Browser 4. Click on [+] to open New Tab --- observe Tab burst animation Actual Results: Tab burst animation appears Expected Results: No need tab burst animation for the blank page
