1.) Open Preferences, home
2.) Select "Show Blank Page" in both cases for
3.) Close all windows
4.) CMD-T to open a new Tab in a new window
5.) Press again CMD-T to open a second new Tab
Actual: Both tabs are showing the blue loading indicator in the tab
Expected: To show no loading indicator.

Just to put on radar for the next UX meeting. If this is happening for all windows users, how important is it to fix/change this from a UX perspective?

Agree that it's a little strange to see the loading indicator for a blank page. It's worth at least investigating a way to disable that effect for blank pages but I don't think it's a significant UX bug.

I wonder if this is caused by the same thing for bug 1447657 -- just a different appearance.
