1448123 - Remove the xul scale in the Canvas Debugger

This is the last use of <scale> in tree. Looking at the UI, you could scroll through the list of draw calls using the scrollbar or arrow keys without using the scale, so I'd like to remove it.

The same behavior can be achieved by scrolling through the calls.
This is the only remaining non-test <xul:scale>, so once we stop
using it here it can be removed (Bug 1448126).
