Steps to reproduce:
The TLS1.3 libraries are stuck on draft23
Actual results:
This draft will not be the one the IETF approved as TLS 1.3 Standard
Expected results:
Upgrade NSS effective immediately to draft 28 which is the final one so ESR users will not be for a year on the insecure outdated draft 23
