objectives: - tag builds based on Bugzilla $VERSION - automate the generation of the push bug text (and others) - attempt to prevent the creation of duplicate tags/releases/versions.

For the sake of performance, the main selenium tests should also only be run on the master branch.
bah, no, nevermind -- it means they'd be reporting too late and would break the invariant that the master branch should always be in a working state.
