The new performance panel uses an hardcoded value, see [1].
We should at least add a "0" at the end. But preferably we could use the pref [2] like in [3], until we make this configurable with an UI.

This is definitely something sorely missing right now, but let's go straight for the UI option you suggest via bug 1450709.
