translation-infobar.xml does:
* The infobar markup+logic for the different translation states
* The initial welcome arrow panel notification (which is anchored to the notification bar) + logic that checks the welcome pref then shows it.

Since this is a lot of logic, it'd be better to make it a JS module.
FYI we don't ever show this in the UI currently, and I believe we're still waiting to hear back about if that's going to change.
As much as I'd hate to see this code go, there is indeed a lot of logic here, so I don't know if it's worth spending time doing the conversion if it will remain unused.

I think we should do one final check with people to decide whether to remove this code or not
