It would be nice to have a toggle in Fennec that's similar to desktop's "Block new requests asking to allow notifications" (see https://bugzilla.mozilla.org/show_bug.cgi?id=1368744) Suggested placement would be in the Settings > Notifications section.

Workaround until a real setting is added: go to about:config, add a preference "permissions.default.desktop-notification", type integer, value 2.

This is what is set on desktop when you check the "block notifications" prompt. Note: There may be no working way (on mobile) to allow a specific site to send notifications anyways, since the site settings can only be "reset", not configured, in the site settings menu. I'm OK with that.
