In bug 1342431, we solved this by removing all task defs in taskgraph. In bug 1434889 comment 1, :RyanVM reported how painful it was.

Let's see if we can get something simpler from a diff perspective.

Firefox ESR 60.0 goes to build on April 30th. Let's aim to land this change on the week of April 23rd. This will postpone diverging changes until mozilla-beta merges onto mozilla-release, on April 26th
