Reproducible: Always
Steps to Reproduce:
Use Bugzilla Helper http://www.mozilla.org/quality/help/bugzilla-helper.html

Actual Results:  When I pushed button named "Open bugzilla entry form",
Mozilla openedthe new window despite the fact that I forbade to open the new
windows ("open link in a new window" is unchecked)

That window is opened by javascript code.
this is a dup of 64560 "Turn window.open into normal link"

Verified. (As a matter of fact, the "Open link in a new window" will be removed
for 1.0 because it doesn't work for JavaScript links.)
