It's been unused since bug 1379172.

Currently it has the dyno count set to zero and has no data storage addons connected.

TODO:
* disable/cycle the various credentials:
  - LDAP_{USER,PW}
  - TREEHERDER_{CLIENT_ID,SECRET}
  - TASKCLUSTER_{CLIENT_ID,ACCESS_TOKEN}
  - PULSE_{USER,PW}
* delete the heroku app

Bugs have been filed for deleting the various credentials listed in the app's environment variables. The Treeherder pulse_actions Hawk client has already been removed previously, so no further bug required for that.

I've now deleted the Heroku app.
