This test moves between chunks and is very hard to find where it first started. The earliest revision where it failed on retriggers is this one http://tinyurl.com/yb5n3so5 
This fails on opt, pgo, asan on Linux and Linux x64 and has a rate of about 3 fails from 40 jobs.

the only remaining failures here are osx-opt (which was not disabled last week).  This test is frustrating as it has the 5% failure rate as you mentioned and seemed to show up ALL the time, no matter how far you go back in history.
