Details
In Bug 1349912 we settled on winpthread for MinGW builds because we didn't have a better option. Someone told me about https://github.com/meganz/mingw-std-threads which may be a better solution.

If we do this, we will probably need to undo Bug 1406542 and ditch pthreads.
