1456784 - Cannot create/save recipes on Normandy Staging Server

This relates to the current inability to use Normandy Staging server for recipe administration which impacts current tests for Normandy Telemetry - targets Fx60 and Normandy Roll-out - targets Fx61.

Note that Iulia might actually be able to work around this issue by reusing existing recipes. 


[Steps:]
1. Login to Normandy Staging. (https://normandy-admin.stage.mozaws.net) - VPN + VPN group required
2. Create any recipe type, filling in all required info with the expected data.
3. Press Save.

[Actual Result:]
Recipe cannot be created. Cannot read property 'map' of null

[Additional Details:]
I'm assuming this is a temporary regression when landing or trying to fix the problems related to the roll-out/roll-back recipes:
-initially, after saving a roll-out recipe the JSON blob would be displayed as NULL: "the 'JSON blob section value afte save/re-edit is null"

I deployed v88 to stage yesterday, which should fix this issue.

This was a serverside issue. 
I have verified it on latest normandy staging env:
- on Fx 61.0b6 and 62.0a1 (2018-05-20) the recipe management works as expected.
