1457444 - Retire dev.tree-alerts

I would like to retire the dev.tree-alerts list/newsgroup. It was used for automation purposes, and is no longer necessary.

Joel, it looks like the latest messages to that list were from the "War on Orange", and those stopped in January. Is it OK if we shut this list down now?

I have no problems with retiring this list.  The fewer channels the better in my opinion; if we find a need for generating alerts and publishing them, I would rather they be on a formal dashboard.

dev-tree-alerts public archives not found as /var/lib/mailman/archives/public/dev-tree-alerts.mbox

- emailed giganews for deletion

- will need :gerv to remove the newsgroup from https://www.mozilla.org/en-US/about/forums/

We need help on this set, :catlee any idea who else can perform this step? besides that this bug is pretty much done.
