If you use QuickLaunch in Windows XP and the right click on QuickLaunch
and select "Exit...", quicklaunch will never appear again in the taskbar
in the current windows session.
To enable it again, go to Preference panel and click twice
(the check is already selected)the "Enable quicklaunch".

technically this bug isn't valid, proof: log out and back in again. result: 
quicklaunch.

but there's a bug asking for what the reporter wants. basically if the pref is 
set then whenever mozilla launches it will activate turbo mode. i've commented 
in that bug but i'm not going to dig for it now.
