Details
When connecting to the Windows 10 loaners with the instructions in the wiki, an RDP connection shows the desktop and a window running the requested job but the task bar and Start menu are unresponsive.
I can get to Windows Explorer by opening the Recycle Bin from the desktop or right-click creating a new folder and then opening it. From there, we can open cmd.exe and start working but the environment is difficult. That said, this work-around means most tasks aren't impossible, just painful.
Note that windows are responsive. Its only desktop widgets, like the taskbar, that fail.
