Like bug 1255485, but for libraries. This will simplify some upcoming patches for the tup build.

Thanks for filing this. I got lazy with that patch and scoped it down to just binaries, but making libraries work shouldn't be a lot of work on top of what's already there.

As a quick update I've had a patch that works fine for this in the Make backend in my queue for a while, but it's blocked on a detail of how tup wants rules written to Tupfiles in an order that respects dependencies.

Comment 3 contains the rebased patch for this bug. I tested that a local Linux build works with it. If there's renewed interest in this it may serve as a reasonable starting point.
