The ::cue pseudo-element uses a css variable from a UA sheet.

Why is it doing that? That custom property is observable.

Yeah, it's not great.  That was the solution Benjamin and I came up with to handle default font sizes being computed by the vtt.jsm code that does the caption sizing, but still allowing authors to override it with ::cue styles.
Is this documented somewhere/expected?  Do we plan to leave it this way?
