Steps to reproduce:

Open inspect tool, select "html" element and then refresh the page.


Actual results:

The only available element under inspect tool was the html element itself. The HTML content was still available if you edit the html element using "HTML editor"


Expected results:

All the elements should have been available for inspection.

Those aren't the steps you took in the screencast. At the very least you switched to the Network tab, reloaded the page from there, then switched back to the Inspector tab before the page finished loading.

I can't reproduce the issue in either 59.0.2 or the latest Nightly. More accurate steps may be needed, or the issue might depend on the page in question.
