better "get msg" progress
I think users (especially users from apps like eudora) can't tell when mozilla
is done checking for new mail, or if the check happened at all.

saw this during jglick's UE study, so adding [ue] to status whiteboard.

I'd like to propose this as a dup of bug 103875 (the same with bug 61139) and
let's start working on new progress dialog for downloading mail (it can also be
used while copying/moving mail also - there are a lot of bugs about that too...)
