1462564 - Remove memory and perf panels DAMP tests

Noone is tracking memory and performance panels DAMP tests.
I don't recall anyone addressing a performance regression specific to these panels.
Nor is there any clear maintainer for these panels to which we could redirect regression reports.

DAMP would be slightly faster to run if we stop running them and it may reduce the noise factor of DAMP.
