STR:
1. Go to https://news.google.com
2. Try to scroll it down using the mouse wheel 

Scrolling is slow. Maybe one line a time. Whereas it should be imilar to this on the https://www.reddit.com/r/firefox/
On 52.6.0 (64-bit) ESR - can confirm scrolling with mouse wheel appears to only go one or two lines at a time.  Also, page renders significantly different than on chrome and is unresponsive to requests to change font sizes (ie, ctrl +/-).   The two issues are perhaps related?
same problem with Linux firefox 60!

I'v tried different window manager and a complete new user profile - did not help.
Chromium does not have this problem.

no entries in journal or xsession-errors.
What can we do about this scrolljacking? I'm sure they do it on purpose.

I have the same symptom here. Not only by a mouse wheel, but also by an arrow key down, scrolling is too slow.
It should be APZ related. And Bug 1462792 is dupe.
Looks like it is OS dependent, at least for me. 

On Windows 10 and Mac OS-X, the mouse wheel and keyboard arrows scroll the page at normal speed. 

On Windows 7, it is still slow.

All running FF 60.0.1 (64-bit)
On Windows 7 64bit, the FF scrolling seems almost normal now with mouse wheel and keyboard. Not sure what changed. Maybe google news changed something on the site.

I have the same impression on Windows 10 64bit. Looks like this bug is RESOLVED WORKSFORME.
also on Linux it seems to be ok now
