hi, that will happen in case "browser.newtabpage.enabled" in about:config is set to false.
I verified this issue on Windows 10 X64 with the latest Firefox 62.0a1(64bit) and I cannot reproduce it after following your steps.
If no change is made on "browser.newtabpage.enabled" should be a normal behavior and if you still reproduce this issue without any changes this is an issue. Please try to reproduce this behavior after creating a new profile, you have the steps here:https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles?redirectlocale=en-US&redirectslug=Managing-profiles#w_starting-the-profile-manager. Could you please tell me what is the value of the "browser.newtabpage.enabled"?
