1464317 - undo inactive resolution on bugs in Layout-related components

Please undo the inactive bug resolution (and ideally remove the corresponding comment) on all bugs in the following components:

CSS Parsing and Computation
DOM: CSS Object Model
Layout
Layout: Block and Inline
Layout: Floats
Layout: Form Controls
Layout: HTML Frames
Layout: Images
Layout: Misc Code
Layout: R & A Pos
Layout: Tables
Layout: View Rendering

A few bugs in these components have been explicitly re-opened or changed to RESOLVED FIXED or some other status.  I guess it's preferable to leave those as is.

I've left off these two modules:

Layout: Text
Layout: Web Painting

Jonathan and Matt, can you say whether you would prefer the inactive bug resolution to be undone for those two components too?

I totally agree that ALL Layout* components must be reverted.

I also looked briefly at the components heycam mentions in
comment 2 above and I think we should revert those too,
in addition to "Printing".

How about the XUL, XBL, XML etc?  I suspect some of the resolved
bugs are still valid here...

I'm worried that some Bugzilla components falls through the cracks...

I tend to think that this mass-change should be totally reverted
in all components.

This mass-change will be reverted globally in bug 1464312.
Please do not touch any INACTIVE bugs until that happens since any change
would exclude that bug from being reverted.

As Mats says in comment 6, bug 1464312 will handle all components -- and please don't touch INACTIVE bugs, unless you have to, before bug 1464312 is resolved.  (Dup'ing this to bug 1464312.)
