Tab doesn't load on restart when restarting due to update having applied in the background

STR:
1) Have Firefox open with an available update downloaded.
2) Run another instance of Firefox with a different profile so that it will apply the pending update.
3) Open a link from an external source such that it opens in the first instance of Firefox. The tab should show the "Sorry, we just need to do one small thing to keep going" page.
4) Click the "Restart Firefox" button in the page.
Actual results:
Firefox restarts and the new tab contains the URL in the URL bar but the page does not load.
Expected results:
The new tab should load the page it was trying to load.

I'm not aware of any work having occurred here to fix this, so this is believed to still be a valid bug.
