OTS is currently at version 6.1.1 in mozilla-central, and the latest version of the library released is 7.0.0. 

I fetched the latest version of the library from https://github.com/khaledhosny/ots/.

Yeah, we already had all the meaningful changes from upstream; all that's left was cleanup of a few compiler warnings. Still, we may as well take it so that we're on the actual release version.
