We have to change the column row format and character encoding, which requires that bugzilla.mozilla.org be down for up to 8 hours.

This was discussed in the 6/27 CAB meeting and can be run in parallel with the HG migration also set for TCW. The only other change we have that may conflict is the VPN maintenance which we will ensure is scheduled outside of the bmo/HG work.
