1472000 - Support pref-based enabling/disabling of messages/providers for AS Router experiments

For 63/64, we will need a way to control which providers / messages are active in AS router, including different groups of CFR recommendations, onboarding, and snippets.

Our current implementation handling this is kind of cumbersome to change and requires multiple prefs, let's find a way to do it so all our experiments can be handled and we can add more easily.

This change doesn't have any user-facing changes and is already verified by the CFR shield-study being successfully run.
