In bug 1419704 I am removing the last "link-visited" notifications from the main history implementation as they are no longer used. The remaining instances are mobile/android only, and appear to be used only for tests: https://searchfox.org/mozilla-central/search?q=link-visited&case=false®exp=false&path= Hence it may be possible to remove the notifications if the tests can work in other ways.
