[Regression] After closing all tabs in private mode tab tray is shown instead of going to last website open

This is happening on master once this bug 1474519 has been fixed, there is still this issue related. Steps Go to private mode Open several tabs Close all tabs and Undo the action Expected User is taken to latest website open Actual User is taken to tab tray where none of the tabs is focused
This might be a change in behavior. But I think this new behavior is better. Previously we assume the user wants to go to the last tab but that might not be the case. Its better to just stay in the tabs tray rather than navigate away.

It makes sense, but then I think we should change what happens when tapping on Undo when not being in private mode, so that the behaviour is the same in both cases. In not private mode user is taken to latest visited website
It is not critical, but something to take into account....
