Is there someone slated to do this work for Firefox 64 timeframe?  The bootstrapping code will start to be removed in Nightly 65 (starting Sept 22-Dec), goes to beta Dec 11, Release .

Yes, this is in our roadmap for remote debugging. I will probably be taking this, but since I am not actively working on it at the moment, I would prefer to leave it unassigned.
