1483057 - Add snippets targeting for y/n update auto-downloads enabled

Similar to Bug 1483056, we'd like to be able to target snippet users based on whether or not they have updates enabled to auto-download or not.

Again, this may be able to help us ascertain a user's level of tech savviness and usage habits, and could possibly be measured against retention.

Similarly, it sounded like this ask may be easier to expose for snippets targeting than some of our other requests. If so, we can consider re-prioritizing (Bugs 1483037, 1483040, 1483041, 1483046, 1483050) so that at least 5 new capabilities get pulled in with the 63 release, and a subsequent 5 with 64.

Use case examples: We'd want to try to move people to enable auto-download updates who don't already have it set. And/or if we can tell that someone doesn't have auto-download updates enabled *nor* updates enabled at all, maybe we need to craft messaging to educate users more on basic security/the value prop, etc. (e.g. start to bucket people into basic user content vs. more advanced user content)
