If the option "Recommended by Pocket" is not available go to about:config and change the pref. to US and restart the browser.

[Steps to reproduce]:
1. Go to about:config and disable "Recommended by Pocket".
2. In a new tab, click on the meniu (...) for Top Sites.
3. Click on "Move Down" and "Move Up".
4. Go to about:preferences and enable "Recommended by Pocket".
5 Open a new tab and observe the behaviour.

[Expected result]:
- The order in the page is just as the default one: "Top Sites", "Recommended by Pocket" and "Highlights".

[Actual result]:
- The "Recommended by Pocket" section is placed on top of "Top Sites" section.

[Regression range]:
- It's not a regression. The issue is reproducing even on Nightly from 2018-03-09 (when this option was implemented).
OS: Unspecified → All
Hardware: Unspecified → All
I can reproduce this with 60.0a1 20180309100425, so probably has always been this way since the feature was added in bug 1433212.

The pref gets set to browser.newtabpage.activity-stream.sectionOrder;topstories,topsites,highlights
Depends on: 1433212
Component: Activity Streams: Newtab → New Tab Page
