can't change folder name

Steps to reproduce:
tried to rename folder to same name but with all capital letters
( for example "Health" to "HEALTH" [WITHOUT THE " MARKS] )
I use this as a visually distinguishing method to distinguish between file folders that have no sub folders and those that do
( for example Hillary Cliton News [ no sub folders ] and
RECIPE SOURCES [ has various sub folders ] )
Actual results:
received error message "folder with that name already exists"
As a work around using "HEALTH " with a blank space after the last letter "H"
This seems to work
Expected results:
I should be able to use the word "HEALTH" and not have to add a blank space after the last letter "H" e,g, "HEALTH " as a work around
