Steps to reproduce:

 flatpak install flathub org.mozilla.Thunderbird 


Actual results:

Version  52.9.1 got installed


Expected results:

A more recent version should be installed

This is sort of a duplicate of the bug I've marked. We don't maintain the flatpak at the moment.
