[Steps to reproduce]:
1. Launch Firefox;
2. Enable tracking protection;
3. Enable Show tab previews in the Windows taskbar from ffox options/preferences;
4. Open a new tab with any website that has trackers on ex: https://www.reddit.com/
5. Wait until step1 from the TrackingProtection feature is displayed;
6. In the taskBar, click on the Firefox icon to open the preview and hover over the other ffox_previewTabs;

[Expected result]:
- tracking protection step 1 panel is not displayed once another tab is previewed

[Actual result]:
- the panel is displayed

[Regression range]:
- introduced with bug 1476224

[Additional notes]:
- attached screen recording with the issue;
- build 62.0 not affected;

Given that the entire browser chrome stays the same and only the web content changes, I don't think there's much we can or want to do here. The same happens with regular permission prompts.
